Kailua resident Randy Cates said that while the Honolulu Police Department had initially enforced Bill 5 and issued citations at Kailua Beach Park after it became law on July 1, HPD had not done so recently. Bill 5 banned unpermitted and unlicensed commercial activity at city parks. A Page B1 article Thursday reported that Cates said no one had enforced the law.
