20121102-2419 CTY WEBB SINGING James Webb, 19, used to be homeless in Waikiki. The former military brat returned to the islands where he grew up and after losing his job ended up on the streets. Now, he has a leg up through a program called Transitional Living Program (TLP), which temporary houses these teens rent free. They live alone, but are supervised by case workers (who is Leilanne Nagum). James works as a Waikiki street performer. The former military dependent and Hawaii resident returned to where he grew up and, after losing his job, ended up homeless. He has gotten off the streets thanks to Hale Kipa’s Transitional Living Program.
