Serial rapist posing as officer charged with sex assault
A 45-year-old convicted serial rapist is again charged with sexually assaulting another woman while out on work furlough.
Prosecutors Thursday charged Michael Lee Carter with kidnapping and sexually assaulting a 21-year-old woman on Sept. 15 after representing himself as a law enforcement officer. His bail was set at $500,000.
Carter was arrested Wednesday afternoon in Chinatown.
Carter was on work furlough from the Laumaka Work Furlough Center. He has been in the work furlough program since June.
Carter has an extensive criminal and sex assault record beginning in 1993.
He was first convicted third-degree sex assault in 1993. In 2005 Lee was convicted of impersonating a law enforcement officer, kidnapping and several counts of sexual assault. In July 2005, Lee was sentenced to 10 years, of which 40 months was a mandatory minimum sentence. His current sentence was supposed to have ended Oct. 3, 2014.

Carter was slated to go before the parole board in January.
