Our state is in a unique position when it comes to the implementation of the Affordable Care Act (ACA), also known as Obamacare. Hawaii has long been the leader in health care, with many residents insured because of our Prepaid Health Care Act. The ACA expanded these benefits and it has had a positive effect on the uninsured. However, piecing together the ACA rules and prepaid mandate has been complicated and confusing to consumers.
Individuals need to be aware that open enrollment for ACA health plans is currently underway and ends March 31. Open enrollment is a period of time during which you can apply for health insurance. If you do not apply during an open enrollment period, then you will be barred from applying for insurance, absent an exemption such as a change in job or marital status. Consumers should also be aware that failure to obtain health insurance will result in a tax penalty for most people. Insurers have agreed that plans purchased on March 31 will be effective April 1, thereby immediately protecting individuals and avoiding the mandated penalty.
The next open enrollment period begins Nov. 15 and ends Feb. 15, 2015. If you are a senior on Medicare, currently on Medicaid, or if you are covered through your employer’s health insurance plan, you do not need to worry about purchasing an ACA health plan.
The Insurance Division urges Hawaii residents to shop and compare in order to find the best coverage and most cost-effective option for them and their families. For those who are still covered by existing policies, also known as "transitional" or "grandmothered" plans, we recommend that they compare these plans to 2014 ACA health plans which may or may not provide additional benefits for less. ACA-compliant plans include 10 Essential Health Benefits in order to be considered a Qualified Health Plan. These benefits range from prescription drug coverage, not found with "transitional" or "grandmothered" plans, to preventative and wellness services.
