Teen boy charged as an adult with murder
A 16-year-old boy appeared in Honolulu District Court on Friday as an adult charged with the murder of his foster mother.
A state Family Court judge waived the court’s jurisdiction over KaAnoi Iz Kipapa on Thursday, allowing Honolulu police to immediately charge Kipapa as an adult. Kipapa’s bail is $250,000.
Either a judge or a grand jury will decide Wednesday whether Kipapa will stand trial in Circuit Court for murder.
Following Friday’s court appearance, state sheriff deputies transported Kipapa to Oahu Community Correctional Center, a facility for adult pretrial detainees.
State Department of Public Safety spokeswoman Toni Schwartz says the department takes all precautions necessary to try to separate juveniles at OCCC from the general population so there is minimal contact.
Until Thursday, Kipapa had been in custody at the state Judiciary’s Juvenile Detention Facility in Kapolei.
Honolulu police arrested him as a juvenile July 5 in connection with the fatal stabbing that morning of 52-year-old Jolyn Kipapa in the family’s home at Waimanalo Bay Beach Park. Relatives said Kipapa was the boy’s foster mother.

Victim killed in crash with bus is identified
The Honolulu Medical Examiner’s Office identified the 43-year-old man who died Wednesday when his pickup truck hit a city bus near Ko Olina as Vincent Peneyra.
The cause of death is pending the completion of an autopsy. The medical examiner said Peneyra didn’t have a local address.
Police said he died at the scene.
Police said the bus was traveling toward Waianae on Farrington Highway when it stopped to pick up a passenger and was struck from behind. A boy, a passenger on the bus, suffered minor injuries. He was treated at the scene.
Peneyra is Oahu’s 52nd traffic fatality this year, compared with 49 at the same time last year.
