A 37-year-old Honolulu police officer caught on video allegedly assaulting two patrons at a Honolulu game room in September is expected to plead guilty next week to federal charges filed Wednesday.
Vincent Morre, a nine-year veteran of the Honolulu Police Department, was charged Wednesday afternoon in U.S. District Court with two counts of deprivation of rights under color of law, a civil rights violation, which carries a maximum 10 years’ imprisonment and $250,000 for each count.
"The public is rightfully shocked by the video of the incident," Morre’s attorney, David Hayakawa said in a written statement. "Mr. Morre will not make any excuses for his actions. He will take full responsibility by pleading guilty as charged, without benefit of a plea agreement, at his first court appearance."
The alleged assaults occurred Sept. 5 at Doc’s game room at 1165 Hopaka St., behind McKinley Car Wash.
The complaint filed Wednesday alleges Morre kicked "J.T." and assaulted him with a chair, and punched and kicked "F.F."
The first man needed three staples to close a head wound caused by the assault with a chair, the FBI said.
Myles Breiner, the victims’ attorney, identified them as Francisco Franson and Jordan Topinio, who are in their 20s.
Hayakawa said Morre "deeply regrets the impact his actions have caused the victims, his fellow Honolulu police officers, and his family. … While he cannot undo what has already been done, Mr. Morre hopes that this choice will enable all parties to begin the healing process."
Morre will surrender for fingerprinting and processing at his arraignment next week, pursuant to a criminal summons and a negotiated agreement with his attorney, FBI spokesman Tom Simon said. No date has been set for the hearing, he said.
The FBI said the video shows Morre, one of three plainclothes police officers, at least two of whom were wearing badges, entering the gambling house.
It shows Morre allegedly kicking a seated patron in the face, then walking to the back of the game room, apparently looking for someone. It then shows Morre returning to the front where he kicks another seated patron and hits him in the face, knocking him off his chair, the FBI said. Morre then is seen walking away and throwing a chair at the first patron, the FBI said.
Two of the officers said they went to the game room on a tip that a forgery suspect would be there, the FBI said.
An HPD spokeswoman said Morre’s police powers have been restricted and he has been assigned to desk duty since the investigation began.
