When city government officials waive fees, that means they want something.
In this case, the enactment of Bill 27, passed by the Honolulu City Council and signed by the mayor, means city officials want homeowners to give more thought to the notion of building a rental unit.
The bill forgives certain fees usually incurred in the permitting process. Construction costs themselves present the biggest hurdle — but lowering the bar on fees might help.
The reward would be more small but affordable rentals in the Oahu housing inventory. We hope folks take the bait.
