With any program involving money, there are those who game the program to their financial advantage, as was disclosed in the recent audit (“State audit alleges cheating in redemption payments in Hawaii recycling program,” Star-Advertiser, March 5).
The consumers also are gouged when they are charged the recycling fee and then leave the empty containers in the establishment’s recycle bin without being reimbursed.
The deposit on recyclables is insufficient to manage the program, which is based on the honor system of reporting the number of recyclable items brought into the state. It’s time to re-think this program.
