Letter: Hefty fines won’t stop monster houses

Regarding a monster house in which a homeowner or builder had accumulated some $200,000 in fines: Why? Is that even effective? Where does it end? At what point does it become moot? Is the fine going to be collected?

There seems to be rules in place, but whether a person complies with said rules is determined by his willingness to pay up. And if they do pay up, then everything is OK?
