>> A declaration from Lisa Jobes on conditions at the Hilo jail said that new admissions are kept in the cages during processing, as well as detainees who are suicidal, have mental health issues or are disruptive. Reporting on her declaration was inaccurate in a story on Page B1 Wednesday.
