Legislators make Caldwell a ‘take-it-or-leave-it’ offer

Mayor Kirk Caldwell said state lawmakers presented him with what he took to be a “take-it-or-leave-it” proposition on rail funding. Caldwell said tempers flared after he responded that he would need to have the proposal analyzed, and he ended up walking out of the meeting.
