Driver of overturned horse trailer is cited by police
Police have issued two traffic citations against the driver who was taking a horse to a polo match last week when the trailer the horse was in flipped on the freeway.
The driver was cited for having an "uncovered load" and a license plate on the trailer which wasn’t registered, a police spokeswoman said. Both citations are considered a violation.
The driver’s name was not released.
The horse trailer was headed for a polo match in Mokuleia when it overturned in the westbound lanes of H-1 Freeway June 12. Honolulu firefighters treated the horse for a large scrape on its right hindquarter and helped calm it after the midmorning accident.
The horse ran onto the freeway before its handlers were able to bring it back to the shoulder lane. The horse later died.
Groups to split $600,000 for Leeward Coast projects
Eleven nonprofit groups will share $600,000 for various environmental projects to improve the Leeward Coast, Lt. Gov. Brian Schatz announced Wednesday.
Funds for the Supplemental Environmental Project grants come from a 2006 settlement agreement between the state, the city and Waste Management Inc. to settle violations from its operation of the Waimanalo Gulch Sanitary Landfill. All of the violations have been addressed.
The initial settlement agreement of $1.5 million included the money that was set aside for environmental and community improvement projects, said Steven Chang, chief of the Department of Health Solid and Hazardous Waste Branch.
Grants were awarded on a competitive basis and the projects are expected to be completed by the end of the year.

Postal workers’ strike stalls isle mail headed to Canada
The U.S. Postal Service continues to deny acceptance of mail bound for Canada, due to a Canadian Union of Postal workers strike.
Since Saturday, USPS suspended delivery services to Canada.
"We have not heard widespread concerns from Hawaii-based Canadian officials, nor from local businesses or individual customers, about the impact of the Canada mail strike," said Duke Gonzales, Hawaii spokesman for USPS.
Gonzales couldn’t comment on how long this suspension will last.
Base to stage drill
A scheduled anti-terrorism exercise today and Friday at Schofield Barracks will include heightened security measures at all gates entering the base, the Army said. Motorists are advised to expect delays, including a 10-minute gate closure today.
Police ID man killed in hit-and-run
Hawaii County police used fingerprint records to identify a pedestrian killed June 10 in a hit-and-run crash in South Kona as Bounxou Saychantha.
The 41-year-old Saychantha, with no permanent address, had a tattoo on his right arm that resembled a dragon, police said Tuesday.
A Chevrolet Blazer hit Saychantha before 8:13 p.m. June 10 on Hawaii Belt Road in Captain Cook. Police opened a negligent homicide case.
The 2001 Chevrolet Blazer that struck Saychantha was recovered on June 12, but police have not found the driver.

Big Isle jury indicts man in fatal crash
A Hawaii County grand jury has indicted a 41-year-old Hilo man for allegedly killing a mo-ped driver last month while driving drunk, then fleeing the scene after dragging the victim for about a mile.
Keolaokalani Kailianu was indicted
June 13 on charges of manslaughter, negligent homicide, leaving the scene of an accident and driving under the influence in the death of Theodore Braxton on May 28. His trial is set for the week of Oct. 3 in Hilo.
Kailianu is accused of striking Braxton when making a left turn into the path of Braxton’s mo-ped on Kinoole Street in Hilo. He then allegedly dragged the mo-ped back to his home about a mile away.
Braxton, 22, was born in Chicago and attended the University of Hawaii at Hilo for three years, majoring in performing arts and double-minoring in agriculture and philosophy. He was to graduate in 2012.
