State Rep. Tom Brower (D, Waikiki-Ala Moana-Kakaako) lifts an abandoned shopping cart from the grounds of a boarded-up building at 2240 Waikolu Way. The property, next to the Marine Surf Hotel and Matteo's Restaurant, is one of many in Waikiki that have been appropriated by homeless squatters.
