The Honolulu Authority for Rapid Transportation has made 150,000 pages of records related to the federal approval of the rail project available on the HART website.
The city on Tuesday posted the full administrative record along with more than 5,000 pages of additional documents, said Dan Grabauskas, HART’s executive director and chief executive officer. The record is available in a user-friendly, searchable format and can be viewed at www.honolulutransit.org, city officials said.
The administrative record is a collection of rail-related reports, emails, correspondence and other materials. The record was compiled and released in connection with a federal lawsuit that is challenging the rail project.
Some documents or portions of documents in the administrative record have been redacted, meaning they are not available for public viewing.
A city spokeswoman said those documents were withheld because the records are confidential or privileged, such as attorney-client communications or attorney work product, or because they were not considered by the Federal Transit Administration in the approval process for the rail project.
"HART is the official source of project information, and providing the public with access to this document in its entirety is important," Grabauskas said. "As the largest public works project in our state’s history, it is imperative that we be transparent, fiscally responsible and responsive. We will continue to share information about the project and increase the amount and type of information made available online."
The administrative record consists of 14,000 documents, and was compiled in-house with the assistance of the city Department of Information Technology, headed by city Chief Information Officer Gordon Bruce.
