A Seattle-based developer that already oversees six projects in Hawaii has made a bid to buy two state-owned affordable rental complexes that have been a drag on state finances: Nani o Puna, a 32-unit project on Hawaii island, above, and Kekui­lani Gardens, a 56-unit project in Kapo­lei.
