City officials have issued a notice of violation against 10 North Shore property owners after a 70-foot long wooden fence was constructed along their private road without required permits. The fence was built to deter visitors from blocking the road while visiting the turtles at Laniakea Beach. At top, visitors stand along Pohaku Loa Way. Sections of the fence have been sawed off by vandals.
