Lava flow’s breakouts active but sluggish
The lava flow near Pahoa continued to smoke and seethe Monday with no forward movement.
The stalled front tip of the June 27 flow remains roughly 550 yards from Highway 130 in the area west of the Pahoa fire and police stations, the Hawaiian Volcano Observatory said.
There was more action to the rear, but nothing that threatens people or property.
The small breakout along the south margin of the flow to the west of the stalled front remained active and widening but was sluggish and had not advanced since Sunday morning, Hawaii County Civil Defense reported.
The leading edge of that breakout is about 0.8 mile to the west or mauka of Highway 130.
The breakout along the north margin of the stalled flow tip is still active but nearly stagnant, with its leading edge about 1 mile from the highway.
The entire field is being fed by lava from the north flank of Puu Oo vent in Kilauea Volcano’s east rift zone.
The volcano also continues to erupt at its summit, where instruments recorded so-called "deflation" beginning early Monday.
Deflation-inflation events may be related to changes in magma supply to a storage reservoir about a kilometer deep just east of Halemaumau Crater.
Kilauea also continues to belch thousands of tons of toxic sulfur dioxide gas per day.
Mayor’s speech to give overview of Kauai budget
Kauai Mayor Bernard Carvalho Jr. is expected to present an overview of his fiscal 2016 budget in the State of the County address Monday, according to a county news release.
The speech will be delivered at the Lihue Civic Center, Moikeha Courtyard, 4444 Rice St., starting at 9 a.m.
The address will be available on the county website, www.kauai.gov, starting Monday afternoon.
It will air on Hoike, Channel 53, for at least a week following the event.

Fatal crash on Maui shuts part of highway
Maui traffic investigators responded to a fatal crash Monday at Haleakala and Old Haleakala highways in Pukalani.
According to initial reports, a male was involved in the 8 p.m. crash, according to police dispatch, police Lt. William Juan said.
Police shut down the highway between the intersections of Alohi Place and Old Haleakala Highway and Haleakala and Old Haleakala highways.
No further details were available.
