Synopsis: The use of research training and revolving funds (RTRF) by Univer- sity of Hawaii leadership to offset legal costs incurred by delays in construction of the Thirty Meter Telescope ultimately penalizes faculty, none of whom should be culpable for the unwise decisions of those who get paid the big bucks to make them.
