After a blustery weekend, the tradewinds were expected to diminish today and turn light Tuesday as a high-pressure zone to the northeast moves farther east and weakens.

Rodeo venue will be outfitted with more seating
KAILUA-KONA >> The Honaunau Rodeo Arena will have expanded seating and a 2,260-square-foot community pavilion before the end of 2016.
West Hawaii Today reports Hawaii County released an assessment that says construction will not have a significant environmental impact, and that there is a clear need for the venuein an area with few county recreational facilities. Permits are still needed before construction can start.
Improvements, expected to cost between $3 million and $5 million, include seating for 500 people, an 800-square-foot comfort station to replace the old facility and expandedparking.
The pavilion will have a concession stand that the public can use as well.
Fujino replacing Ibarra as judge for Drug Court
Judge Ronald Ibarra leaves the Big Island Drug Court program today after 14 years, West Hawaii Today reports.
Ibarra brought the program to the island in 2002 after the Honolulu program got off the ground.
The new lead judge will be Circuit Judge Melvin Fujino.
A drug court is an intensive program by which defendants have court-ordered counseling, testing and support to turn their lives away from chemical abuse. In exchange, thedefendant may see his or her convictions expunged.
All receive guidance on how to live improved lives — a process Ibarra calls “training the total person.”
While only two-thirds of entrants complete the program, those who do are unlikely to commit future crimes. Fewer than 9 percent of graduates are arrested on a felony charge withinthree years, said Grayson Hashida, Drug Court coordinator.
