>> The city Department of Parks and Recreation has proposed rule changes allowing alcohol at invitation-only functions at Queen’s Beach in Waikiki. However city officials say the proposal was submitted at the request of event organizers and that the city has not taken a formal position on the proposal. A Page A1 headline Wednesday said that Parks Director Michele Nekota favors the proposal.
