A 58-year-old Ewa Beach man arrested in connection with a road rage incident on the H-1 freeway that left three men with stab wounds was already facing a trial for an earlier road rage incident and has a history of harassing his neighbors.
Mark Char was arrested at about 8 p.m. Monday at his Halolani Street home on suspicion of first-degree attempted murder. Before the arrest, police had surrounded his home for hours, talking to him by phone, to negotiate his surrender. He was at the police cellblock Tuesday, pending charges.
Char is scheduled for three trials unrelated to Monday’s incident. One is for a road rage-type incident in June, the second is for a barricade situation in May 2013 and the third is a retrial over an accident involving a motorcyclist.
He is charged with second-degree assault and fourth-degree criminal property damage in the June case and was released after posting $50,000 bond.
Also, he was out on $25,000 bond after being charged with first-degree terroristic threatening and a firearm charge in the 2013 barricade incident.
And in 2006 Char was convicted of first-degree negligent injury for causing serious injuries to a motorcyclist while operating his truck in a negligent manner. The case was later dismissed because an appeals court determined there was an unnecessary delay in his trial. However, another court overturned that decision last year, and Char is now scheduled for trial in November.
Honolulu police Capt. Keith Horikawa said detectives will determine a bail amount using factors such as the crime’s severity and the defendant’s criminal history.
Meanwhile, Horikawa thanked the public for its patience with the investigation that closed two lanes of the H-1 for almost five hours. “This was a major felony case,” he said, adding that police had to close lanes to create a secure area to treat patients and preserve and document evidence.
In the Monday incident a witness said he saw Char’s red Camaro stop on the shoulder of the H-1 near the Kunia exit, followed by another car, at about 3:20 p.m. Two men in the second car behind got out and began punching Char, who had also exited his car. Another man, who stopped to help, told the witness he was stabbed in his hand and that Char stabbed the two men, one in the stomach and one in the arm.
Police said a 22-year-old man remained in critical condition Tuesday with stab wounds to his abdomen and other areas. The two other victims were in serious condition.
One of Char’s neighbors said she felt safe knowing he was in custody, saying he harassed her family and other neighbors to the point that the city created a new parking law for her neighborhood.
The neighbor, who asked to remain anonymous out of concern for her safety, said a group of neighbors had asked the City Council for an exemption to a law banning parking within 4 feet of a driveway because Char continually called police to complain about parking in the neighborhood. The bill became law for two streets in March.
The woman said Char also posted a video online in which the camera was pointed at her house while he made derogatory comments. In addition, he mailed her family a threatening letter, saying that he was ex-military with special training.
She said Char also posted videos online of him recording other drivers while driving, tailing others and making comments about them. In addition, she said Char had used pepper spray on another resident.
“There’s been so many complaints and nothing,” she said. “I guess this is what it takes for everyone to see how he is.”
