Meeting to give project updates on sewer shaft

Windward residents will be updated at an informational meeting Thursday night on the upcoming construction of an intermediate shaft at the Honolulu Board of Water Supply Kapaa Water Tank.

The project is expected to run 24 hours a day except Sundays and Monday mornings from early 2017 and through the spring.

The shaft is part of the Kaneohe-Kailua Waste Water Conveyance and Treatment Facilities Project, designed to carry sewage water to the Kailua Regional Wastewater Treatment Plant from the Kaneohe Wastewater Pre-Treatment Facility via an underground, gravity-powered pipe. The $371 million project is part of the city’s efforts to meet a federal consent decree.

Contractors Southland/Mole Joint Venture have been granted a 24-hour noise variance for construction of the shaft, which will use reverse circulation drilling. Work is expected to include operation of a pile-top reverse circulation drill rig, casing oscillator and power pack, hydraulic crane, water pumps, air compressors, generators and light plants.

Noise silencers, mufflers and strobe lights in lieu of backup alarms for night work will be used on the construction equipment, the city said. Construction truck traffic will be limited to between 8:30 a.m. and 6 p.m.

The meeting takes place at Aikahi Elementary School cafeteria in Kailua at 6 p.m. Thursday.

Meeting topics will include project scope, objectives, schedule and potential community impacts.
