The City Council is flatly rejecting Mayor Kirk Caldwell’s effort to shift oversight of Thomas Square to the Department of Enterprise Services from Parks and Recreation.
Enterprise Services could step up park maintenance and create a fresh lineup of festivals and other events at the square. But Councilwoman Ann Kobayashi and area constituents worry that such a transfer could lead to over-commercialization of the low-key, 6.5-acre park. That prompted Wednesday’s 9-0 vote to prohibit Enterprise Services from taking on any parks and rec facilities — except for Honolulu Zoo, Waikiki Shell and municipal golf courses, which it already oversees.
Regardless of jurisdiction, we’re looking forward to midsummer, when wooden panels now framing the square come down, revealing a new blanket of grass and other needed upgrades.

This year, well-wishers will have to answer a test question before heading down on Saturday to the University of Hawaii’s Manoa campus, lei at the ready for their spring graduate: From which college are they graduating?
Depending on the answer, the guests will show up for either the 9 a.m.-noon or 4-7 p.m. ceremony. And depending on the student’s last name, the lei must find its way to deserving shoulders at the correct gathering place: Clarence T.C. Ching Field (A-K) or Les Murakami Baseball Stadium Field (L-Z). Each lei finding its mark earns a passing grade. Good luck.
