The small plane that crashed and burned June 30 under a Moanalua Freeway bridge in Mapunapuna lost engine power, according to a preliminary report Tuesday by the National Transportation Safety Board.
The private pilot of the Piper PA 28-140 reported that the engine lost power at about 300 feet above ground level shortly after a 1:20 p.m. takeoff from Daniel K. Inouye International Airport, the report says.
The pilot and his two male passengers survived with serious injuries. The plane narrowly missed the freeway bridge, landing in the stream bed.
The report says the pilot made the emergency landing at the nearest clear area, which was the stream bed.
No flight plan had been filed, the report said.
The plane sustained substantial damage, the NTSB said in its report.

19 mph, with gusts up to 28 mph.
