Cases of serious misconduct such as fighting and the use of illicit drugs increased at Hawaii island public schools this past school year, while offenses such as bullying and harassment declined, according to the state Department of Education.
Big Island schools tallied 839 Class A violations in 2016-17, compared with 734 in the 2015-16 school year, according to the department. At the same time, Class B violations dropped to 1,654 cases from 1,755.
More than half of all violations last year were recorded in schools in the island’s Kau-Keaau-Pahoa Complex Area south of Hilo, which contains just less than one-fourth of its public school population.

Water service to be turned off from Thursday night to Friday
The Kauai County Department of Water has scheduled an eight-hour water shutdown in a section of Hanamaulu to work on a water main line.
Water will be turned off from 9 p.m. Thursday to 5 a.m. Friday while Earthworks Pacific Inc. works on the main’s control valve.
Customers mauka of Kuhio Highway between Laulima Street and Kapule Highway will be affected.
The Water Department will send three water tanks — one to the parking lot near the intersection of Hanamaulu Road and Kuhio Highway and two to the Kalepa Village Apartments — for affected customers.
Customers are advised to bring their own water containers and to store enough for essential needs.
Once the water main is turned back on, the water might appear discolored. The department said the condition is normal. Should discoloration occur, the Water Department said customers can flush water out until the water is clear.
