Gov. David Ige has appointed Laurel Johnston as the new director of
the state Department of
Budget and Finance, and named Leonard Hoshijo to head the Department of Labor and Industrial Relations.
Johnston has served
as acting director since the retirement of Wesley
Machida at the end of
last year, and was deputy director of the department prior to Machida’s departure.
She previously served as Ige’s deputy chief of staff and as director of the University of Hawaii’s Budget Office. Johnston holds a master of science degree in public administration and a bachelor’s degree in criminology from Florida State University.
“It’s an honor and a privilege to continue
serving the people of
Hawaii as I have for
three decades,” Johnston said in a written statement. “I appreciate the opportunity to serve under Gov. Ige and will work collaboratively to manage our state’s fiscal resources.”
Her new job pays $151,776 per year.
Hoshijo has served as DLIR’s deputy director since 2015, and has been acting director since
December overseeing the workforce development, unemployment insurance, workers compensation, and occupational safety and health divisions.
Before joining the Ige administration, Hoshijo was education and
political director with the Hawaii Regional Council of Carpenters. He also worked for the International Longshore and Warehouse Union for
26 years in a number of positions including organizer, international representative and international vice president.
Hoshijo has degrees from Antioch College in Ohio and the University of Hawaii. His salary as DLIR director will be $144,552.
Both appointments are subject to Senate confirmation.
