In one of her final attention-grabbing acts in Congress, Hawaii’s U.S. Rep. Tulsi Gabbard has introduced a bill that would bar transgender women from participating in Title IX sports. In a statement Friday, Gabbard said she and Republican Rep. Markwayne Mullin of Oklahoma introduced the measure to clarify “protections for female athletes is based on biological sex.”
The move is somewhat puzzling as it seems to conflict with sentiment among much of Gabbard’s constituency. Currently, Hawaii is among several states that ban discrimination based on gender identity and sexual orientation in public accommodations.
