>> Arlina Agbayani has been appointed as an external affairs manager. Agbayani has 15 years of government and community relations experience. Most recently, she was the public information officer at the Hawaii Emergency Management Agency and has worked at the Hawaii State Legislature.

>> Kiyohide Noguchi has been promoted to government affairs consultant. He has previously assisted organizations in advancing their government-affairs strategies and has served in government-relations roles with the Office of Hawaiian Affairs and as an intern with U.S. Rep. Ed Case.

Coldwell Banker Realty has announced the hiring of two new independent agents to its Windward office:

>> Shawn Morgan previously served as a real estate broker in Colorado Springs, Colo., for over four years.

>> Scott Steiner previously served as a Realtor-­associate at Locations LLC.
