Drought is one of the many things beyond anyone’s control, but people can plan how to curb water use when it does happen. It’s good that the Honolulu Board of Water Supply now has such a blueprint, making sure state water authorities are on the same page with the plan.
Meanwhile, the board is planning monitoring wells to track whether the Red Hill contamination plume is spreading. The Navy is drilling some, too. Asking the Navy to pick up the tab for BWS monitoring costs seems fair.
