City Council considers helping turn empty commercial space into housing

                                Honolulu City Councilmember Tyler Dos-Santos Tam has introduced a bill that would make it easier to turn vacant commercial space into housing. Dos-Santos Tam, who represents the Downtown and Chinatown, aimed this bill at empty commercial spaces found in those areas, including the Walmart at Fort Street Mall, which permanently shuttered in March.
