>> Flat paper bag (5.5-inch-by-7.5-inch)
>> 6 to 8 inches of curling ribbon
>> Scissors
>> White cardstock

>> 3/4-inch circle punch
>> Black marker
>> Glue dots or double-stick tape
INSTRUCTIONS
Flip bag over to the back side. From the bottom edge, fold up about 1/2 inch and crease well.
Continue folding accordion-style fan for a total of five folds.
Turn the bag over and tuck the top white flap inside, making the top edges even.
Fold the bag in half, crease and then open it up.
Fold both corners in, leaving an inch in the middle. Crease well and unfold.
Tuck the folded corners in, using the fold lines as a guide.
Turn the bag sideways for the next step. Pinch the center of the accordion fan fold.
Push the top and bottom edges together to scrunch up bag at the middle pinched area.
Tie the scrunched section up with the curling ribbon. Curl the ends of the ribbon with scissors. Puff out the body to shape the fish.
Punch out two 3/4-inch circles from white cardstock. Use a black marker to color in eyes. Tape or use glue dots to secure one eye on each side of the fish.
Open up the fish and place a treat inside. If you keep the fish flat, the treat will stay inside, or you can tape the mouth closed.
