I have lived in Kailua for 40 years, and have seen all-of-the-above on the business sidewalks of Kailua on a frequent basis.
I have never seen a ticket issued for activities that are dangerous to the rightful occupiers of these sidewalks — especially to the elderly, of which I am one.
Hamakua Drive has a bikeway with easily visible white arrows, one-way indicators, on each side of the street. I saw at least eight bicyclists riding contra to the white arrows, which were right in front of their noses, against the motoring traffic. A complete no-no, but nary a one stopped and ticketed.
A car turning right onto Hamakua from several businesses we have on that side would not expect them and a serious accident could occur. It is the lawless West in Kailua every day, and nothing is being done.
