Carilyn Shon, administrator of the state Energy Office, left; Matt Horton, chief commercial officer with Proterra Inc.; Jade T. Butay, director of the state Department of Transportation; Kauai Mayor Bernard Carvalho; Gov. David Ige; Brennon Morioka, Hawaiian Electric Co. manager for electrification of transportation; and Jon Nouchi, deputy director, Honolulu Department of Transportation, pose with Proterra’s electric bus after an April 11 news conference. After initially saying the bus performed well in tests, Nouchi said Thursday it in fact had struggled with the grade on the H-2 freeway on its way to Wahiawa and climbing Pali Highway.
