The latest proposal by the Honolulu Authority for Rapid Transportation to fund the remaining rail construction and management with a public/private partnership appears to be a desperate attempt to shift the out-of-control costs, liability and other headaches to someone else (“Public-private partnership under consideration,” Star-Advertiser, Sept. 16).
The millions of dollars spent on consultants to come up with this idea show that HART continues to have little to no idea on how to run the project. New plan: Pass the buck off onto another sucker.
Instead of spending even more money on consultants to come up with a proposal, HART needs to first identify if there are in fact any interested private partners. Has it forgotten that part of the reason the latest design-build procurement phase was canceled was due to lack of bidders?
It sounds to me like HART is buying a $8.5 million fishing pole to go fishing where there’s no fish.
