The Kauai County Council sent Bill 2491 to the mayor’s office for approval. 

Under the measure, large agribusinesses would be required to disclose restricted-use pesticides applied in fields and implement buffer zones near schools, homes, medical facilities, public roadways and waterways.

The Council voted 6-1 early Wednesday to pass the second and final reading of Bill 2491 after 14 hours discussion and public testimony. 

Mayor Bernard Carvalho Jr. has 10 days to return the bill to the Council, signed or unsigned, for it to become law. The mayor also also has the option to veto it. 

Although a number of amendments were scrapped from the bill’s original draft, Councilman Gary Hooser, who co-introduced the bill with Councilman Tim Bynum, said the bill’s core — the public’s right to know — is intact.
