The Hawaii County clerk changed procedures for dropping off absentee ballots at the Kona elections office and three other sites two weeks before the primary election.
Council Chairman Dominic Yagong, who oversees the county clerk's office, said election workers were instructed July 27 not to accept ballots at the Kona office and at three walk-in election sites (Hilo, Kona and Waimea) but that information was not made public until Monday when the county clerk was asked about it.
