Public unaware of absentee ballot change

~~<p>The Hawaii County clerk changed procedures for dropping off absentee ballots at the Kona elections office and three other sites two weeks before the primary election.</p>
<p>Council Chairman Domi&shy;nic Yagong, who oversees the county clerk's office, said election workers were instructed July 27 not to accept ballots at the Kona office and at three walk-in election sites (Hilo, Kona and Wai&shy;mea) but that information was not made public until Monday when the county clerk was asked about it.</p>
