Federal and state law enforcement officers arrested on Oahu this week two fugitive sex offenders from Virginia, described by authorities there as violent sexual predators.
Clark Boisvert, 32, was arrested Wednesday in Waialua. Jordan Monteiro, 31, was arrested Thursday in Kapolei, the U.S. Marshals Service Adam Walsh Task Force announced.
Boisvert was wanted by Hawaii authorities on a warrant for failing to comply with sex offender registration requirements. He was also wanted by authorities in Virginia on two arrest warrants. One was a probation violation warrant related to a sex offense and the second was for failing to register as a violent sex offender.
Boisvert was convicted of rape in 2001 in Virginia. He has other criminal convictions for offenses including burglary and larceny.
Monteiro was wanted by Virginia authorities on two arrest warrants. One was for violating probation for a sex offense of a minor; the second was for failing to register as a violent sex offender.
Monteiro was convicted back in 2001 in Virginia for aggravated sexual battery and carnal knowledge of a child 13 to 15 years old. He also has been convicted of rape, forgery, possession of a firearm by a felon, carrying a concealed weapon, and possession of a weapon of mass destruction.
Authorities received a tip Boisvert may be hiding out on Oahu, and an investigation found he was working and living on a farm in Waialua, the Marshals Service said.
Boisvert was placed under surveillance, and agents determined he was traveling with a close friend, later identified as as Monteiro.
On Wednesday U.S. marshals and state Sheriff Division deputies tracked Boisvert to the Waialua Sugar Mill shops and arrested him there without incident.
On Thursday agents arrested Monteiro at a home on Wahane Street in Kapolei that was connected to Boisvert and Monteiro, the Marshals Service said. Agents stopped a vehicle in which Monteiro was seen in the passenger seat. Monteiro got out and "challenged" U.S. marshals and sheriff’s deputies, the Marshals Service said.
Monteiro resisted arrest and was subdued by a marshal using a Taser, the Marshals Service said. Monteiro was treated at the Queen’s Medical Center as a precaution and transferred to Honolulu police.
Boisvert was being held on $25,000 bail and will remain in custody until his hearing on Monday. Monteiro was being held on the outstanding warrants from Virginia and will remain in custody pending an extradition hearing back to Virginia.
