Hawaii State Securities Commissioner Tung Chan has issued a preliminary cease and desist order against Cynthia Diane Maratas Ching, and two entities — Paradise Productions, LLC and Paradise Family Fun Center, LLC — alleging they committed fraud.

The order alleges Ching and the companies offered unregistered securities totaling more than about $1.1 million to both local and mainland investors between 1999 and 2007 with the promise of returns from entertainment projects called “Paradise Family Fun Centers” and “Family Fun Centers.”

The commission said Wednesday that Ching used the investor money for personal use.

Ching and the companies allegedly failed to inform investors of an earlier cease and desist order, and that Ching had been criminally prosecuted, convicted, and had spent time in jail for securities fraud in 2002.
