A special Senate committee investigating the Hawaii State Hospital for complaints of misconduct approved its final report Wednesday, saying if changes aren’t made to protect workers from patient attacks a fatality may occur.

The report will be adopted by the state Senate Thursday during a special session convened for voting on judicial nominations.

Sen. Clayton Hee, co-chair of the special panel, said the committee found longstanding problems at the hospital that put workers at risk of injury from patient attacks.

He said the problems at the hospital include insufficient resources, poor leadership, and too many patients.

The report listed several recommendations, such as transfering high-risk patients out of state and exploring whether a fence should be erected around the facility’s perimeter to prevent escapes.

The panel, which was formed after hospital workers publicly complained about workplace safety, listened to testimony from 14 people during 10 hearings since March.
