Sex offender arrested for not registering
A 67-year-old man was arrested at the Institute for Human Services in Iwilei this morning by the Hawaii Fugitive Task Force because he has not registered as a sex offender.
The U.S. Marshal’s Office said Francis Hawkins Jr. is a convicted sex offender who must notify authorities of his current whereabouts. Hawkins has an extensive criminal history including first-degree sodomy, third-degree assault and a parole violation.
He is being held at the state sheriff’s receiving desk pending court proceedings.
