A 31-year-old missing work furlough program inmate turned himself in at 1:40 p.m. today at the Oahu Community Correctional Center.

Foster was serving time for second-degree theft and burglary. He was arrested on suspicion of second-degree escape.

His next parole hearing was scheduled for December.
