Ige appoints Andrew Garrett as new deputy to the Department of Human Resources Development

Gov. David Ige has appointed Andrew Garrett as deputy director for the Department of Human Resources Development, the state agency in charge of recruiting state workers, supporting the collective bargaining process and administering workers’ compensation benefits, among other human resources tasks.

Garrett has served since 2015 as associate vice president of the Healthcare Association of Hawaii, which advocates on behalf of acute care hospitals, skilled nursing facilities, assisted living facilities and other healthcare agencies, according to a resume provided by the governor’s office.

Prior to that, he served as acting president and CEO of the Hawaii Institute for Public Affairs, a nonpartisan public policy institute that has focused on areas such as public schools, healthcare, the local economy and infrastructure.

Garrett replaces Jason Minami who recently took a job as human resources director for the state Judiciary.

Garrett holds a Master of Public Administration from the University of Hawaii at Manoa, where he also attended as an undergraduate.

His appointment is not subject to Senate confirmation.
