Hawaii fifth-worst for small business policy

Hawaii’s policies and costs impacting small business and entrepreneurship rank the state among the bottom five states in the U.S.

The Small Business & Entrepreneurship Council, in its 18th annual state policy ranking, put Hawaii at No. 46 among the 50 states, with only New York, Vermont, New Jersey and California ranking lower.

The report ranks states according to 47 policy measurements including tax, regulatory and government spending factors and gives each a score.

The best-scoring, top five states, were So. Dakota with a Small Business Policy Index score of 34.627, followed by Nevada, Texas, Wyoming and Florida.

Hawaii scored 107.070, while worst-rated California scored 113.637.

The report is titled, “Small Business Policy Index 2013: Ranking the States on Policy Measures and Costs Impacting Small Business and Entrepreneurship.”
