Grand jury indicts Mililani shooting suspect

An Oahu grand jury returned an indictment Thursday against Richard P. Silva, III, in the shooting of two men outside a Mililani bar early Monday.

The indictment charges Silva with first-degree attempted murder, two counts of second-degree attempted murder, using a firearm to commit the crimes, carrying a firearm without a permit and being a convicted felon in possession of a firearm.

Silva, 43, pleaded guilty in 1994 to second-degree assault for punching his sister in the face breaking her nose.

He remains in custody unable to post bail.

State Circuit Judge Richard Perkins doubled Silva’s bail Thursday to $1 million.

Vickie Kapp, deputy city prosecutor, said Silva was drinking with two acquaintances at The Shack Mililani early Monday when they got into an argument. She said Silva left, then returned shooting at the two men.

Police said the shooting happened about 1:30 a.m.

Silva shot one man in the belly, Kapp said. The man ran away but fell down. Silva then turned his gun on the other man and fired two or three shots. He then went back to the first victim, who was on the ground, and fired at the man until he ran out of bullets, Kapp said.

A city ambulance transported the shooting victims, ages 38 and 41, to a hospital in serious condition, a city official said.

Police said Silva turned himself in at Honolulu Police Department’s Wahiawa Station about 4 a.m.

Silva completed five years of probation for assaulting his sister.
