University of Hawaii Manoa Athletic Director Ben Jay speaks to reporters at a news conference on campus today.

University of Hawaii athletic director Ben Jay announced today an ambitious strategic plan aimed at, "positioning UH athletics as an NCAA top 50 program."

"We need to be financially secure with an image, rank and reputation that will make UH athletics nationally recognized," Jay said, "matching the academic excellence that the university has already achieved."

The plan — titled "The Time is Now!!" — is expected to set fundraising goals for hiking the department’s current $32 million budget into the $40 million range within five years. Jay added at today’s press conference UH will initiate a major fundraising campaign aimed to raise $60 million in cash and a $40 million capital improvement initiative.

He also announced Hawaii Pacific Health as a new corporate partner that will work with the department to, "significantly improve the health care services for UH’s student-athletes."

It was also noted that Outrigger Hotels and Resorts will increase its financial commitment to the $150,000 and higher annually category.

The long-term plan will also address facilities, academics and student welfare issues.

Department officials said the plan has been in the works since Jay arrived in January.

It is aimed at making UH more competitive in the Mountain West Conference and helping to position it for future shakeups in the major college landscape while rebuilding trust and confidence in the community.
