Ige names adjutant general, public safety director
Gov. David Ige is appointing Col. Arthur "Joe" Logan to be Hawaii’s new adjutant general and naming Nolan Espinda to lead the state Department of Public Safety.
Logan is currently the Hawaii Army National Guard’s director of operations. He was previously chief of staff for the Hawaii National Guard joint staff. Logan deployed to Afghanistan and served as the commander of a police advisory command supporting the Afghan National Police.
Espinda has been the warden at the Halawa Correctional Facility for the past five years. He has worked for the Department of Public Safety since 1983.
Ige said Wednesday Carty Chang would serve as acting director for the Department of Land and Natural Resources. Chang has been the chief engineer for the department’s engineering division since 2009.
