OCCC releases man wanted on extradition warrant from California

The Oahu Community Correctional Facility released a 26-year-old man who was wanted on a $50,000 extradition warrant from California for robbery.

A Hawaii Department of Public Safety spokeswoman said Russell R. Webb “was not mistakenly released,” and that he was released Tuesday morning for time served after serving five days for a petty misdemeanor.

The extradition warrant was discovered after his release, but it is unclear what agency made the discovery.

Numerous law enforcement officers were involved in a search for Webb after he was released at 9:30 a.m.

Webb was found in the Punchbowl area at or near the intersection of Alapai and Green streets and arrested on the extradition warrant at 2:30 p.m.

When asked about the extradition warrant, Public Safety stood by its original responses saying, “We cannot hold them past their court-ordered release date without proper documentation.”

“If a law enforcement agency wants them held past their scheduled release, they must provide the facility with a detainer which allows the facility to hold them longer. No detainer was received at the facility from any law enforcement agency to hold him past his scheduled release time.”
