Kauai prosecutor files nuisance complaint to shut down alleged drug house

Kauai’s prosecuting attorney announced Thursday it filed a civil complaint Wednesday to shut down an alleged Kalaheo drug house, the first of its kind on Kauai.

The action is seeking an order permanently prohibiting the people causing the nuisance to enter the premises using the nuisance abatement provisions of the Hawaii Revised Statutes.

“For too long the drug houses in our community have posed a blight in our neighborhoods,” Prosecutor Justin Kollar said. “We need to use all the tools at our disposal in order to address this important quality-of-life issue.”

The house at issue is 3767 Waha Road, occupied by Rose Dahle, Darrick C. Banasihan, Robyn Dahle and others.

They have a history of drug-dealing activities, which constitutes a nuisance, the prosecutor’s office said in a news release.

The Prosecuting Attorney’s Drug Nuisance Abatement Unit initiated the action, and has successfully closed and disrupted more than 20 drug houes on the island.

The unit’s investigators work with landlords and mortgage companies to address the property without resorting to litigation, the county said.
