A 19-year Honolulu Police Department officer assigned to Narcotics/Vice Division is facing charges that he passed on sensitive information to a third party then lied about it when questioned by federal investigators.

A federal grand jury returned an indictment Wednesday charging Richard Wayne Raquino with three counts of making false statements.

The indictment was unsealed Friday when Raquino appeared for his arraignment in U.S. District Court.

Raquino pleaded not guilty.

U.S. Magistrate Judge Kevin S.C. Chang is allowing Raquino to remain free pending trial on $10,000 unsecured signature bond.

According to the indictment, Raquino lied to FBI special agents on Jun. 28 last year when he told them he did not reveal to a person identified as C.E. the identity of an undercover HPD officer, tell C.E. how to identify and evade police surveillance and give C.E. the description of an undercover police vehicle. 

HPD says it has reassigned Raquino to restricted duty.
