Dave Swann has another inappropriate cartoon. Rail money is for rail, not for the zoo, for homeless sweeps, or to educate stupid cartoonists. I’d equate this cartoon with the intelligence of people who blame the Mayor or Council for the poor state of the school system.
Where does the money go from the administration fee for handling the rail money? You’re assuming that huge amount being skimmed off the top is strictly just for managing the rail funds?
